Job Title: Specialist of School Support for Afghan Students

GENERAL PURPOSE
This position is a two-year, grant-funded position.
Reporting to the Director for Student Access and Opportunity and working under the direction of the Coordinator of Federal Programs, the School Support for Afghan Students (SSAS) Specialist provides leadership and coordination for school- and community-based activities under the School Support for Afghan Students for Stafford County Public Schools.
The specialist monitors compliance: Ensuring that Stafford Schools adheres to all federal and state regulations and guidelines related to the specific programs under the SSAS grant. The successful candidate will have strong organizational and fiscal management skills along with the ability to effectively oversee implementation of grant-funded programs for compliance.
The specialist will also ensure that all work is done in accordance with the Virginia Procurement Act, other applicable law, and Stafford School policies and procedures. The successful candidate will have the ability to work independently, exercise strong professional judgment, and have a customer service mentality to support colleagues without procurement expertise and conduct successful vendor searches.
MAIN JOB TASKS AND RESPONSIBILITIES
Ensure effective implementation of federally funded programs
- Manage the SSAS Application including all grant writing, amendments, bookkeeping, recordkeeping, reporting, and reimbursements.
- Coordinate with family liaisons funded through this SSAS award.
- Conduct site visits and other evaluations or audits to ensure SSAS-funded activities align with the purposes stated in Stafford Schools SSAS Budget and Metrics Application.
- Manage all budgets related to the SSAS award and assurance that all grant expenses are compliant with state and federal regulations.
- Prepare and submit all reports required for the SSAS award including, but not limited to, program evaluation, periodic audits, project reports.
- Monitor and evaluate the effectiveness of the SSAS award, identifying areas for improvement, and implementing strategies to enhance program outcomes and student success.
- Collaborate with school administrators and division personnel to develop budgets and allocate resources effectively to support qualifying Afghan students and families.

EDUCATION AND EXPERIENCE
- Bachelor’s degree from an accredited college or university preferred or equivalent work experience with bookkeeping, grant administration and management
- Three (3) or more years of progressive experience in bookkeeping and experience with grants and/or in K-12 education strongly preferred.
- Experience with and /or assisting in developing and managing budgets for programs, ensuring accurate allocation of funds and adherence to financial guidelines.
- Experience with financial recordkeeping, including revenue, expenditures, and reimbursements.
- Experience with expense tracking including monitoring program-related expenses and working with other financial documents to ensure proper coding and compliance with funding source requirements.

- Work with or familiar with the Virginia Department of Social Services guidelines for grants.
- Grant writing and reporting preferred.
- Budget management and audit compliance experience.
- Afghan refugee community, support agencies, and the ability to market educational information to this community.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Work environment primarily inside, with moderate noise, temperatures that are controlled and no exposure to chemicals or other negative air quality elements.
- The work is light work, requiring exertion of up to 20 pounds of force to move or lift objects.
